Twenty-year-old Tongue, who was initially named in the travelling party subject to medical clearance, underwent an MRI scan which confirmed the injury.
The promising quick, who took 40 wickets for the Pears in Division One, has been replaced in the squad by Lancashire’s Saqib Mahmood.
The Lions are due to play a single four-day Test against Pakistan on the red-ball leg of the tour.
