Here is a list of every captain at the IPL 2023 who has been penalised for slow over rate and other violations of the Code of Conduct.
Clause 12.7 of the IPL Playing Conditions deal with over rates. As per the clause, a team has to complete 14.11 overs an hour – “the 20th over should finish within 90 minutes (being 85 minutes of playing time plus 5 minutes of time-out) of the start of the innings.”
If a team is guilty of violating these stipulations, they lose the extra fielder outside the 30-yard circle. For a first offence, the captain is fined INR 12 lakh. For the second, the fine is doubled, and the other team members are penalised INR 6 lakh or 25 percent of their match fee, whichever is less.

Match 53, KKR v PBKS: KKR captain Nitish Rana fined INR 12 lakh
Match 61, CSK v KKR: KKR captain Nitish Rana fined INR 24 lakh (second offence), each KKR player (including the Impact Player) fined INR 6 lakh (or 25 per cent match fees, whichever less)

Match 58, SRH v LSG: SRH’s Heinrich Klaasen fined 10 per cent match fees for Level 1 offence under Article 2.7 (Public criticism of, or inappropriate comment in relation to an incident occurring in a Match or any Player, Team Official, Match Official or Team participating in any Match, irrespective of when such criticism or inappropriate comment is made); LSG’s Amit Mishra reprimanded for Level 1 offence under Article 2.2
