What do the laws say about Riyan's bizarre delivery

India all-rounder Riyan Parag was no-balled by the umpire after bizarrely delivering the ball from outside the pitch during the second India-Bangladesh T20I.

Riyan was bowling his first over during Bangladesh's chase, when he decided to use the width of the crease. Using a slingy action often seen from him in the IPL, he tossed the ball way behind the popping crease. The umpire immediately had a chat with the leg-umpire and sent it upstairs to check for a no-ball

The third umpire confirmed that Riyan had contravened Law 21 pertaining to fair delivery (the feet). The law says that:

"For a delivery to be fair in respect of the feet, in the delivery stride

21.5.1 the bowler’s back foot must land within and not touching the return crease appertaining to his/her stated mode of delivery.

21.5.2 the bowler’s front foot must land with some part of the foot, whether grounded or raised

- on the same side of the imaginary line joining the two middle stumps as the return crease described in 21.5.1, and

- behind the popping crease."

"If the bowler’s end umpire is not satisfied that all of these three conditions have been met, he/she shall call and signal No ball. See Law 41.8 (Bowling of deliberate front foot No ball)."

Riyan's backfoot was nowhere close to the return crease when he delivered the ball, resulting in a no-ball. His back foot was in fact, on the grass when he released the ball.

Mahmudullah couldn't make contact, but got a free-hit, which he could only convert into a single. The next ball, though, Riyan struck, with Mehidy Hasan Miraz holing out to long-off.
