James Vince will reportedly miss the 2025 County Championship in order to fulfill his Pakistan Super League deal, after the ECB tightened up their policy regarding NOCs.
The PSL will take place from April 8 to May 19, later than its usual slot which was between February and March, to avoid competition with other franchise leagues. Six English players were picked up to play in the league in Monday's draft, with Vince set to play for the Karachi Kings; Tom Kohler-Cadmore, for Peshawar Zalmi; Tom Curran and Sam Billings for the Lahore Qalandars; and Chris Jordan and David Willey for the Multan Sultans.
However, the players will now face a choice over whether to give up their hopes of playing red-ball cricket in the 2025 English domestic summer to take up those places in the PSL. This dilemma stems from the change the ECB made in November to its NOC policy. The new policy means players will not receive NOCs for leagues which clash with the English summer, apart from the IPL. Players who are on white-ball only contracts with their counties will be granted NOCs to play in leagues that do not clash with the T20 Blast or The Hundred. Both these competitions start after the end of the PSL.
The ECB will reportedly grant NOCs for the PSL to Billings, Curran, Jordan and Willey, who are all either on white-ball-only contracts or represent their counties infrequently in the County Championship. The situations for Vince and Kohler-Cadmore, however, are more complicated.
Vince captains Hampshire across all formats, and has led them to top three finishes in the County Championship in the last three years. He has also been their leading run-scorer in the competition in every year since 2021. His deal with Karachi is reportedly worth £100,000, while Kohler-Cadmore's is reportedly worth even more. If Vince is to play in the PSL, by the letter of the ECB's new NOC law, he will not be eligible to play for Hampshire in any of their County Championship fixtures, despite the league clashing with only the first seven rounds.

Vince is reportedly in talks with Hampshire over switching to a white-ball only deal. In theory, after signing such a deal, he would be able to represent the club in Championship fixtures on a pay-as-you-play basis following the end of the PSL.
The dilemma facing the ECB is whether to lose one of the most successful County Championship players over the last few years. Vince has 29 Championship centuries and has played in 15 seasons of the competition. He also has 13 Test caps to his name, the last of which came in 2018. The dilemma the ECB face is whether the loss of one of the best players on the red-ball domestic circuit over the last eight years is acceptable damage for their new policy to make in the name of ensuring more of the best are available to play in English domestic competitions.
